Dutch Member of Parliament asks 32 questions on missing radar recordings
Member of Dutch Parliament Pieter Omtzigt asked the government at November 20 32 questions on the missing of radar recordings. Many very good questions.
I do hope some answers will be provided. However I think the outcome will be: the Dutch government cannot answer that questions. DSB should answer the questions but is by law not allowed to tell anything more than what is published in the final report.
It is impossible that bith military primary radar and civil primary radar systems were switched off. It was war time. See this article which states that Ukraine radar was at full power with a range of 400 km.
As Ukriane does not provide radar recordings it has something to hide.
Omtzigt also asked some questions on actions which the Dutch government did or did not take to obtain information on radar.
Question 32 is interesting: is it correct that on July 17 the air-raid siren went of in Torez? Of so, at what time and what was the reason? This post has information from social media indicating people living in Torez heard the air-raid siren.

Bent u bereid de Veiligheidsraad op de hoogte te stellen van de ontwikkelingen en officieel mee te delen dat volgens de OVV ten minste een staat niet volledig volgens de ICAO regels heeft meegewerkt aan het onderzoek van de OVV? Hoe vaak heeft de Tweede Kamer er bij de regering op aangedrongen dat de radarbeelden (en overigens ook de satellietbeelden) beschikbaar moeten zijn voor de MH17 onderzoeken?

Herinnert u zich bijvoorbeeld de vraag op 25 juli, een week na de ramp: “De VS en Rusland beschikken over satelliet- en radarbeelden. Als die laten zien waar gevuurd is, zijn we al een stuk verder, zeker nu de crashsite niet altijd intact is gelaten. Kan Nederland een appel doen op die landen om die beelden openbaar te maken?” en toen die vergeten werd: “De vraag over de openbaarheid ging over een zeer specifiek stuk, namelijk of de regering zich tot Rusland en de VS wil wenden om de satellietgegevens in ieder geval vertrouwelijk te krijgen, maar het liefst openbaar, zodat in de openbaarheid een discussie kan plaatsvinden over de toedracht. Op het moment dat de raket duidelijk zichtbaar is op satelliet- en radarbeelden, kan een heleboel discussie en kunnen een heleboel aluhoedjes, die nu allerlei andere dingen zeggen, in één keer uit de lucht gehaald worden. Ook dat is belangrijk voor het draagvlak van conclusies. Dat is de reden waarom ik die specifieke vraag stelde.”? Herinnert u zich dat de toenmalige minister van Veiligheid en Justitie antwoordde dat “dit niet onze verantwoordelijkheid is. Wij treden niet in het onderzoek van de onderzoeksraad en ook niet – dat weet de heer Omtzigt als geen ander – in het verkeer tussen de veiligheidsdiensten als zodanig. De onderzoeksraad heeft zijn eigen werkwijze en doet dat internationaal met groot draagvlak. Vervolgens zal men de gegevens doorspelen aan het Openbaar Ministerie.” (Kamerstuk 33997, 12)?

Herinnert u zich dat de Tweede Kamer na het rapport van eerste bevindingen onder andere de volgende vragen stelde aan de regering:

Heeft de OVV het feit dat zij de primaire radargegevens niet kregen, aan de orde gesteld tijdens het gesprek dat de regering met de OVV gevoerd heeft naar aanleiding van het plenaire debat over vlucht MH17 en het te laat sturen van de Kiev-memo? Zo ja, wat is er toen precies besproken?

Welke acties gaat u verder ondernemen om ervoor te zorgen dat de radarbeelden van de omgeving van vlucht MH17 ten tijde van het neerhalen van vlucht MH17 boven water komen?

De Onderzoeksraad heeft geen toegang gehad tot niet-openbare bronnen uit niet-westerse landen. (pag. 189 van het rapport); welke landen waren dat en welke bronnen zijn opgevraagd? Welke westerse landen hebben wèl niet-openbare bronnen ter beschikking aan de OVV gesteld en wat was de aard van deze bronnen?

– Primary surveillance radar images are worthless because they simply can be manipulated. Only with normal accidents radar images can be trusted.
– Hence we agree all parties have same primary surveillance radar images and satellite information: NATO, Ukraine and RF. They unanimously have seen the launch of a BUK and they all exactly know from where. But the ambiguity is all parties can be perpetrator: Ukraine, separatists/Russians.

We can trust nothing, only the facts gathered by ourselves.
– As a compromise all parties agreed it was a BUK launched from a very large area, so all parties could be the culprit. With such a carefully considered stalemate primary radar images were no longer necessary. And so it was decided in the dark club of DSB.

The Russian radar video only shows processed primary radar returns. The normal processing excludes primary marks under a certain size (thus why the debris cloud is not seen), and also excludes marks under a certain flight level (which is why primary marks suddenly appear and disappear in two places on the video).
Look at the TWA800 report for data from the Trevose, PA primary radar images for an idea of what would actually be seen on a civilian or military primary radar screen with the mid-air destruction of a large airplane.
Rostov ATC commenting on its screen: “It seems that its mark has started to breakup.”
You don’t see that on video, do you?
We should talk. It is off topic but important. It is not about radar images but about independent research into the cause of abnormal passenger aircraft accidents. Rules of the International Civil Aviation Organization (ICAO) should be reconsidered. This way we cannot proceed for the next hundred years.
New investigations should be delegated to an international respected scientific institute which randomly designates a team of outstanding experts of varying composition and nationality.
Concerned countries will harm their international position in aviation seriously if they do not recognize this committee and do not cooperate. Sanctions are not imposed prematurely by political machinations any longer, but after thorough neutral research. These sanctions will be easier accepted as righteous.
Of course fraud and corruption are still possible. But ties between countries and researchers involved are cut and independent experts are asked only once.
If we do not have the guts to adjust the rules of the game to adapt to international criminality, confidence in this type of research will quickly disappear.

It would be worthwhile to look at OLEKSANDR RUVIN closer.
He has influenced the study results to MH17 decisively.
There are obvious connections to Censor.net and their leaks.
Against Ruvin allegations of corruption and personal enrichment are collected for a long time.
And last but not least, he played an important role in the investigations on the shooting down of Siberia Airlines Flight 1812, prevented Ukraine from compensation payments to Russia.
With regard to the armed assault on Oleksandr Ruvin (see News on MH17 in 2015). He was shot late on 18 November and wounded reportedly in legs and pelvis. As it is said in the news items published on this site, “Ruvin has played a key role in the invesigation of the crash” of MH17. He is director of Kyiv Research Institute of Forensic Expertise. It is interesting what is written about Ruvin by Censor.net.ua chief editor Yuri Butusov, an influential Ukrainian journalist. In his Facebook, Butusov wrote (in Russian, translation is mine): “It is hard to overestimate the importance of the job done by KNIISE (the Russian abbreviation for Kiev Research Institute of Forensic Expertise). It is under Ruvin’s leadership that all the expert conclusions, videos and presentations were made on this case [MH17]. It is KNIISE who made the biochemical analysis of the metal fragments of the Russian Buk and who carried out the expertise of the warheads of Ukraine’s surface-to-air and air-to-air missiles, which proved Ukraine’s non-involvement in this crime. It is its [KNIISE’s] expert conclusions that were taken as a basis by the Dutch prosecutors. The investigation continues – in coming days, Ukraine is to send to the Netherlands another lot of forensic evidence on this case”.
I believe that if the investigation of the MH17 tragedy were not so charged politically, Ukraine Armed Forces would have been one of the suspects. If it is true what Butusov wrote, then it is incomprehensible: Ukraine is the leading expert in the investigation!
abcd, thanks for the translation. We all know Mr. Oleksandr Ruvin deserves to be placed in an objective perspective. Of course he served his country with his eminent knowledge and expertise. But the investigation of MH17 wrongly links countries involved to scientists of those countries, for which not Ukraine but ICAO is to blame. Scientists of great merit deserve admission without ties with countries involved.

The link you give has absolutely nothing to do with MH17 events; it is a discussion of a planned air raid siren test that was pre-announced and supposed to take place at 3 pm but no one heard it; some people also discussed a plane they claimed to hear or see several minutes before the planned test, and whether it might have been a military plane or a civilian one (and don’t forget MH17 whas not a single passenger plane high in the skies in the region that day).

For me, it looks more like someone’s personal — and extremely marginal — “war” against Ruvin for some unknown reason that had no success.
